FAIRFIELD — Solano County libraries will stop charging overdue fines occurring from July 1 forward – a decision that could cost the county about $111,000 a year.
The decision Tuesday by the Board of Supervisors applies to existing fines as well.
“Overdue fines disparately impact those in the community who are least able to pay them. The three ZIP codes in the library’s service area with the highest percentage of people living in poverty are also the three ZIP codes with the highest percentage of customers who owe fines. The American Library Association views overdue fines as a form of social inequality,” the staff report to the board states.
